Why concentrates win at scale
Most of the cost of RTU disinfectant is the water and the bottle. A litre of factory-diluted product is, by mass, perhaps 95% water and 5% active ingredient. The buyer is paying for that water to be packaged, shipped and warehoused at full freight rates. Buying concentrate and adding water on site lets the buyer use municipal or RO water at a tiny fraction of the cost.

To compare two concentrate quotes on apples-to-apples basis:
Get the label dilution ratio from each supplier (e.g., 1:64, 1:100, 1:128).
Calculate ready-to-use volume per litre of concentrate: 1:64 means 1L concentrate makes 65L RTU. 1:128 means 1L concentrate makes 129L RTU.
Cost-per-RTU-litre = (concentrate price per L) ÷ (1 + dilution ratio).
